Actually I've checked the code, and the dock does remove these additional parameters
so maybe there is a small bug there, although I can't find one. can you please make an easy test ? in root, modify any .desktop (say gedit.desktop), add a %U at the Exec line, then remove any gedit launcher from the dock, launch gedit, restart the dock to reload the file, and try "launch new" from the dock.
