GodXera: i recently(just now) had the same problem with my new kubuntu 11.10 installation. When trying to delete an item I got the message:
"The trash has reached its maximum size! Cleanup the trash manually." and after deleting the folders ~/.local/share/Trash/ and ~/.local/share/Trash/info I ended up with the error message: "Could not write to file ~/.local/share/Trash/info/filename.trashinfo." After I have read your post I tried using Thunar too and that worked. By accident I discovered that when you open the trash with Konqueror and rightclick where the deleted items normally would be you get access to a menu "Configure Trash Bin".
