Explanation of the Ubuntu delta and why it can be dropped:
The package was rebuilt against GTK 2.10 for Ubuntu, which has been done in 
Debian, as shown in the changelog:

qtpixmap (0.28-1.2) unstable; urgency=low

  * Non-maintainer upload.
  * Gtk 2.10 transition; closes: #419300.
    - Build-depend on libgtk2.0-dev >= 2.10.1-1.
    - Call dh_gtkmodules -a in binary-arch.
    - Add ${misc:Depends} (to both packages).
