Public bug reported:

Seahorse-plugins package is no longer available in Ubuntu Software Centre ! in 
Synaptic [a.k.a. "Decrypt File"  in software centre.].
Mid-term 11.04 it no longer allowed decrypt from right-click in Nautilus - 
although "encrypt" fully ok.
In 11.10 - neither the package [in synaptic] or the equivalent [decrypt file"]  
can be found - surely, we are not cowards!  Fix it!
