This bug has to be associated with some Ubuntu package in order for apport-collection to succeed. If you are still experiencing this problem, please mark the bug back to New, and a triager can look at it again with this point in mind. (Or if you know what Ubuntu package it is in, you can set that package, and then apport-collect the bug.) If you are no longer experiencing this problem, then since this bug was never confirmed, you can go ahead and change its status to Invalid. (But it's not a big problem for it to just remain Expired forever, if you prefer.)
