This bug is due to the removal of the file linux/smp_lock.h in Linux
kernel versions 2.6.39 and later. The old version 0.8.7 of lirc that
comes with Ubuntu 11.04 does not support such newer kernels.

The only solutions I can suggest right now are:
(a) Switch back to the 2.6.38 kernel that Ubuntu 11.04 is meant to use; or
(b) Upgrade to Ubuntu 11.10 which comes with kernel 3.0 and lirc 0.9.
