Because there was no newer release in Debian at that time and because there's no "community maintainer" taking care of the package. That said if anyone is interested to work on Wordpress, I advise you to do so at the Debian level. I happily accept help. And I already filed a sync-request for wordpress in precise: https://bugs.launchpad.net/bugs/886876 There's no reason for such a package to carry a delta in Ubuntu.
