I'd like to report that this issue seems to be fixed in Oneiric but still exists in Lucid and Maverick (and probably Natty). Note that I only had the issue if I did not have the public key of the sender imported to GnuPG. Once the (current) public key was available, evolution was able to decipher the block in the older versions as well.
