I haven't tested it but I think the change needs to be made in

themes/precise/view/head:/Ambiance/gtk-3.0/apps/gnome-panel.css
In:
PanelApplet .button:active
from (shade (@dark_bg_color, 0.85)),
to (shade (@dark_bg_color, 1.0)));
Although I'm unsure where these files are installed on the system to be able to
test myself.
