Public bug reported:

I usually use one monitor but have two plugged in. If I go to the
Displays control panel and set the secondary monitor to On, that
sometimes turns Off my primary monitor. Even if it doesn't, then
toggling Off the secondary monitor again will usually also turn Off the
primary monitor too(!). Now all my monitors are in sleep mode and even
switching VTs usually doesn't wake them up. My machine is useless until
I do a blind reboot with: Ctrl+Alt+F1, Ctrl+Alt+Del.

This bug has been a problem for me in Ubuntu 11.04 and 11.10, with
kernels 2.6.38 and 3.0 using either Intel graphics (i915) or ATI
(radeon). The common factor seems to be the fact that they're KMS
drivers.

I have today tested mainline kernels 3.1 and 3.2-rc1 and am delighted to
say that the bug is fixed in both new kernels, at least on Intel.
Haven't re-tested with radeon.
