I'm getting this issue with gnome-shell 3.2.1-0ubuntu1 on Ubuntu 11.10. The Alt+F2 'r' workaround Alex R mentions above also work for me, though it seems rather inelegant and ugly to me having to waste the first few seconds of my recordings just to get around a bug, and is certainly not a "Fix Released".
I should note that I'm using recordmydesktop via the terminal, and the top panel does come back temporarily while in the Activities view but disappears again upon return to the desktop.
