That’s because Ksplice includes an ugly workaround: it replaces
/usr/share/update-notifier/notify-reboot-required with a wrapper script
that ignores reboot notifications for linux-image-* packages.  I think
we can both agree that it would be better if Ksplice didn’t have to do
that.
