I sense a misunderstanding.  Shotwell is present in both desktops, but
its icon is blank.

In gnome-shell I see just a blank square.  In Unity (again, in a new
user account) it is given what looks like a default icon (a blank page
with a folded corner).  When it's running, Unity shows a folder icon.

/usr/share/applications/shotwell.desktop is present an refers to
"Icon=shotwell" (attached).

There are several plausible icon files present:

/usr/share/app-install/icons/shotwell.png
/usr/share/icons/hicolor/16x16/apps/shotwell.svg
/usr/share/icons/hicolor/24x24/apps/shotwell.svg
/usr/share/icons/hicolor/scalable/apps/shotwell.svg
/usr/share/shotwell/icons/shotwell.svg
