Ok, run this:

1)  sudo apt-get autoremove --purge update-manager

After it is uninstalled, check for any residual files left over with
this command:

2)  sudo find / -name *update-manager*

Paste any output that command gives so I can have a look at the left
over items.

NOTE:  Dont reinstall the update-manager yet.
