Public bug reported:

When I suspend and resume if laptop work with battery, network manager try to 
connect to WiFi, and try again but it fails. When i connect power wired, 
immediately Network Manager can to connect!!! My Wireless network is 
unprotected and work perfectly with my other computer. I use kubuntu 11.10 but 
the same happens on ubuntu 11.10. My laptop is a DELL XPS L702X and my Wireless 
device is:
03:00.0 Network controller: Intel Corporation Centrino Wireless-N 1030 (rev 34)
