This is the culprit. The file
/etc/texmf/fmt.d/01tetex.cnf
is bad. Can you call
dpkg -S /etc/texmf/fmt.d/01tetex.cnf
and tell me the output.
Then remove the 01tetex.cnf file, call
update-fmtutil
after this
dpkg --configure -a
should work and configure the packages.
