If you type "mail" or "mailx" on termial, command-not-found says:
  The program 'mail' can be found in the following packages:
   * heirloom-mailx
   * mailutils
  Try: sudo apt-get install <selected package>

It does not contain "bsd-mailx" which is Ubuntu's main package.
