I think it might be useful if those reporting this issue could provide the usual details of their machine setup (by running ubuntu-bug openbox, or by hand) and including a full set of "steps to reproduce". Flavour and version of Ubuntu, in particular, would seem highly relevant.
I am not seeing this error in my ~/.xsession-errors file in Lubuntu 11.04 or 11.10. There is a similar message Openbox-Message: Unable to find a valid menu file "/usr/share/lubuntu/openbox/menu.xml" This does not seem to break openbox, though. Knowing what effects this issue has on actual system behaviour would be helpful. What is broken?
