I think it might be useful if those reporting this issue could provide
the usual details of their machine setup (by running ubuntu-bug openbox,
or by hand) and including a full set of "steps to reproduce".  Flavour
and version of Ubuntu, in particular, would seem highly relevant.

I am not seeing this error in my ~/.xsession-errors file in Lubuntu
11.04 or 11.10.   There is a similar message

  Openbox-Message: Unable to find a valid menu file
"/usr/share/lubuntu/openbox/menu.xml"

This does not seem to break openbox, though.

Knowing what effects this issue has on actual system behaviour would be
helpful.  What is broken?  What system behaviour is different because
this file is not being found on your systems?
