The bug here is that apt calls "dpkg" from the non-rootdir for the
"--print-foreign-architectures" call.
A easy workaround is to set:
apt.apt_pkg.config.set("dir::bin::dpkg", "/bin/false")
in your script until apt is properly fixed.
