Carl, after our discussion on IRC, I hope you'll forgive me for taking over this bug slightly.
I believe that this is a bug in squid-deb-proxy, which does not correctly handle either when Avahi isn't functioning or when there is no proxy advertising _apt-proxy._tcp. In both of those cases, apt-avahi- discover will print out "http://:/", and apt will dutifully try to use that as its proxy. I don't see the debian-installer as being at fault here.
