Just from your description it is not possible to deal with the problem, dhcp in general works fine (assuming that you actually meant the dhcp3 source package; I agree that this is a bit confusing).
Can you please attach /var/log/daemon.log? This should contain some information about DHCP stuff and might point us to the problem. Also, what happens if you do sudo killall dhclient dhclient3 sudo dhclient eth0 (replace eth0 with the particular network interface you are interested in).
