Status update: A new kernel patch by Takashi Iwai has been submitted[0]
which will likely become the official fix for this problem. My thanks
to Takashi, and to Alex Davis for his earlier kernel patch.
I have updated my Ubuntu Oneiric kernel PPA with the new patch (as well
as another prerequisite patch) applied:

(the new patch is available in PPA kernel version
"...fix~stuck~backlight3"). Feedback to this bug report will be
appreciated.
The gnome-settings-ppa noted in comments #15 and #34 is NO LONGER
RECOMMENDED! Use my "stuck-backlight" kernel PPA instead.
@Claudio Clemens, the bug was indeed introduced into the mainline kernel
in the 3.1 timeframe, but we ended up with it in Ubuntu Oneric's 3.0
kernel also when we pulled in some important backlight fixes from 3.1.
