Public bug reported:

Weather applet in Xfce stopped working in November 2011 due to some
changes on weather.com. Upstream patch should be applied
(https://bugzilla.xfce.org/show_bug.cgi?id=8105) because it seems that
there is no other native weather indicator in xfce, which could be used
as a replacement.
