Re-reading your report, it seems to be about two separate issues: 1) whether the PostScript document title gets used as the PDF file's name. 2) whether documents that have identical names will be overwritten.
The answer to the first question has, according to the Debian bug linked above, been fixed since CUPS-PDF versions 2.5.1-1.
