Hm, you're right, that's documented.
It also works for me. Can you tell me:
1. What keyboard is set under System -> Preferences -> Keyboard -> Layout?
2. When you type the apostrophe, do you see it right away in Emacs, with
underlining, or do you see nothing until you then type the c?
