The bug is fixed in
http://kernel.ubuntu.com/~kernel-ppa/mainline/drm-intel-next/current/.
However notice there is no 32-bit kernel version.

One-shot fix is:

*sudo intel_reg_write 0x9404 0x00001800*

which remove pixel flickering for my purpose.
