Binary package hint: network-manager

Network manager will configure an ethernet interface even when it has no
cable connected. This causes issues with certain X based applications
using other network interfaces on the system. EG:

If eth0 is disconnected and configured and an XDMCP application connects
to a remote server through an other interface it reports eth0 ip address
as its xfs ip address.

I fail to see why Networkmanager should configure  a disconnected
ethernet interface. It should be left down. Is the Network Manager not
recognizing that the interface is not connected or is it ignoring that
fact?
