I've installed yelp-dbg and reproduced the bug -- emacs crashed -- but Ubuntu did not ask me if I wanted to submit a bug report. Actually, emacs crashed but it did not close when I tried. I had to do "$ kill `pgrep emacs`" to kill it.
Emacs crashes this way when, upon opening it, I click and drag the emacs title bar around the screen. I hope this helps.
