When I reported bug #893573 apport noted in the bug description "UpgradeStatus: 
Upgraded to oneiric on 2011-11-22 (0 days ago)"
This is a clean install not an upgrade. Today (2011-11-22) Update manager, 
however, told me that not updates can be installed and asked to do a partial 
upgrade.
