On the contrary, AFAICT, fast writes are always off (not just by default, and whatever xorg.conf says) because of patch 102_radeon_fix_agp_fastwrite.diff. However, it seems that the default is off (without this patch) so I suggest dropping the patch. It was relevant in the older versions, where the driver would read the setting from the BIOS and use that as a default (unless xorg.conf said differently), but nowadays the driver just uses its own default (off).
