Thanks for taking the time to submit this bug.
The file /etc/ldap/ldap.conf, as installed by default, should have all
lines commented out (starting with a '#'). Could you edit that file and
make sure each line starts with a '#'?
Do you know when and why slapd got installed? Was it needed for another
package, or just a test? If, as you say you don't use it, you could do
sudo apt-get purge slapd libldap-2.4-2
