That's why i proposed a similar approach, but with a few tweaks (appear
on mouse over instead of click and possibly an horizontal layout instead
of vertical to match better the current behavior but for non maximized):

Anyway with the new gimp's "monowindow" coming soon:

would be rare that it wouldnt be used fullscreen, so the menu
(fullscreen) would have the same behavior it has now.

Remember this bug is affecting just the non-maximized windows.
