Of course it can. If you just want to avoid the error, just put a dummy
shell script into /sbin/fsck.ntfs.

Now, developping a true fsck.ntfs is just a matter of free manpower, and
if you want to start a check at boot time, booting will last several
more minutes (depends on your partition size, see chkdsk), so you will
quickly disable the check.
