Public bug reported:

It appears that is no longer possible to manually configure the network
interface with ifconfig, but only through the network manager GUI

Statically assigning an IP/MASK to an interface requires to change the
network settings from "DHCP" to "Manual" using the network manager GUI,
rather than issuing

"ifconfig eth0 10.0.0.1 netmask 255.255.255.0"

** Affects: ubuntu
     Importance: Undecided
         Status: New
