Public bug reported:

The summary is pretty much it. The document was already created and was
being used on a 9.* installation before undertaking a fresh installation
of 11.10. We have tried the document on another 11.10 install to a
network printer and the borders print fine. Also their is a directly
attached printer that we have printed to and this does not work either.
