One further comment: If I start update-manager with su privileges (sudo update-manager) from the command line, the whole process works as expected.
So it is obviously a result of update manager unsuccessfully attempting to acquire those access rights. In past releases, it would ask me for my password (I'm member of group admin) and be on its merry way.
