Thanks for reporting.
The problem is already known and has just been fixed in Precise Pangolin
(the latest Ubuntu development version), an updated package for Oneiric
should be available in some days (see bug #877776).
In the meantime, just install the "libmono-i18n4.0-all" package to make
OpenBVE run.
