Public bug reported:
In natty and earlier, when a privmsg is received, 'in' is not created. That
can cause troubles with tools around ii like pcw, which will create 'in' as
a regular file.
The commit fixing this was 83:432e7812270f. It should be backported to
lucid..natty.
