In 11.10 (11.04 might have it too) a feature called 'overlay scrollbars'
was added, making it easier to change the size of windows. When your
mouse is in the general vicinity of a window scroll area, a handy slider
appears, giving you more surface area to click (or touch, as we're
getting ready for the increased prevalence of touch screens). If you
would like that functionality please consider upgrading. Since this was
fixed in a later version of Ubuntu I'm going to mark this as fix
released.
