This is a major usability issue for the upgrade that has still not been
addressed after at least 3 releases.

Here are some details of the pain:
- I can not see the complete list of packages that will be 
installed/upgraded/deleted: the bottom of the window is out of the screen
- Once I have access to that list, I can not view the action buttons under it 
to either accept or decline the upgrade. I can not access them with the mouse, 
and I have to blindly navigate the controls with the tab key.
- I can not view the bottom of the terminal window during the upgrade
- If I remember well I also had problem with the windows that asked me about 
config files upgrade

My netbook is an Asus Eee Pc 1005HA. Screen size is 1024 x 600 pixels.
