The problem is also not only with Inkscape but with many more applications. So it's not a bug in Inkscape but in the way your Unity disables icons if it thinks (wrongly) that an application doesn't allow drag and dropping the type of the file. Some apps open all types of files by the way, why would you disable their icons? You can try the same with dragging PNG to LibreOffice Writer icon or even AVI to OpenOffice Writer icon.
