Currently having panel on both screens is how its designed. the reason
for that is to avoid the travel from one screen to another to access the
menu of the app. For the ability to change that behavior I am confirming
this bug but its not something Unity team would be working on but
community contributions are welcome, so a branch implementing that +
unit tests is open for discussions
