Steps to reproduce:

- open update manager when a new ubuntu release is available
- click on "upgrade"
- wait for the downloading of packages to start
- while downloading packages, simulate a network failure by disconnecting the 
network and reconnecting

EXPECTED: an error message should appear with two options: Cancel, Retry

OBSERVED: you get an error dialog but there is no Retry option. You have
to start all over again. This is ridiculous.

Downloading the whole upgrade can be a very long process and it is
unacceptable to be unable to resume it if it is interrupted by even the
smallest network failure.
