Public bug reported:

Old Compaq running Ubuntu server. Has been upgraded since Ubu7.
Getting install error during upgrade:

The upgrade has aborted. Your system could be in an unusable state. A
recovery will run now (dpkg --configure -a).

Setting up install-info (4.13a.dfsg.1-8ubuntu1) ...
/etc/environment: line 3: LD_LIBRARY_PATH: command not found
dpkg: error processing install-info (--configure):
subprocess installed post-installation script returned error exit status 127
Errors were encountered while processing:
 install-info

I will google the LD_LIBRARY_PATH to see if I can find what should be there.
