This bug is a very annoying one. I understand it's a new design which you've decided to have but this is one of reasons to hear from people: "Welcome to Windows, dude, there is no such problems there!" And such bugs are why people are refusing to migrate from Windows unfortunately. Just my 5 cents. I would ask you to enable tooltips but make it an option (disabled by default as soon you wish it too much) which can be enabled on per-indicator basis from icon-menu. Don't make it all the same way as Microsoft usually does, please. Unix-way is to be configurable and you took that away.
