I'm just throwing around ideas. I have no way to know for sure what is causing 
your issue. Bug #109643 is definitely the nvidia binary drivers having a bad 
interaction with CPU scaling though.

Before I forget, you might want to try running a memtest for a few hours
on your system and running down the things on this checklist
http://people.redhat.com/davej/hardware-problems.txt . However if
disabling cool 'n quiet in your BIOS really does fix the problem (and
I've noticed you're already on your latest BIOS version) then it does
sound like it might be a software issue.
