Public bug reported: The current Compiz package does not include support for changable themes without using gtk-dectoration.
On investigation it appears that the theme manager cgwd is a.) not included in the compiz package. b.) replaced by emerald. There is very base work going on within the ubuntu forums http://ubuntuforums.org/showthread.php?t=423743&highlight=emerald+compiz&page=3 to repackage the later versions of compiz with the ubuntu package specs.
