Thanks very much for testing the beta resolvconf package. I am pleased to hear that it behaves better than the previous Ubuntu resolvconf package. We'll do our best to release 1.63ubuntu1 very soon.
Around the time you were writing your message I uploaded a new version, 1.63ppa6. Relative to 1.63ppa5 which you tested, this new version makes a change to the resolvconf upstart configuration such that an update is done at boot time. Previous 1.63 versions omitted to do this. (The update is necessary, otherwise machines with only static nameserver information (in files in /etc/resolvconf/resolv.conf.d/) end up with an absent resolv.conf file.)
