Please sync hwinfo 16.0-2.1 (universe) from Debian testing (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Use pkg-config for D-Bus' cpp flags instead of hard-coding them
    (LP: #749278). Patch by Simon McVittie.
  * as-needed.patch: fix FTBFS with --as-needed linker option.
