No, the change you quoted is doing it vice versa ... id3v1 is supporting
a limited amount of text per tag, while in the bug here, amarok is
writing v1 even if v2 existed. The bug you quoted did it the other way
round (wrote v2 and deleted v1).

In 1.3 series there was a feature for doing tagging in locale char code
instead of UTF8, though this feature was actually hell buggy and only
wrote v1 tags (spec caused limitation in length of tag).

So, before we can do anything, the bug report has to try with Amarok
1.4.x
